A boy is sitting on a quay in the port of Naples. He sets a battered Italian flag on the roof of a building. He would like to replace it but he can not do it alone.
Reached by a friend, the boy continues to fix the flag, tells in flashback the story of the 4 days of Naples in World War II, when the Germans were driven out by the Neapolitan people and where even the little boys fought.
